Shared or private databases?
Will the databases be available over a network? Will there be multiple databases? Who needs access to this information, and how easily should it be available?
A network database costs more, both for access ("seats") and for technical maintenance.
Even on a single workstation, multiple databases can be used for security purposes - for example, separating Human Resources files from General Business documents.
What will you do about backfiles? Will you include them, or set a cutoff date?
