Archieval- or retrieval-driven need?
One main consideration in selecting a DMS is how quickly and how often any given document is retrieved.
Archival-driven system. An archival-based system is preferable when the user wants to know that the documents are backed up with a spare copy somewhere, and doesn't mind if infrequent retrieval is slow. In this case, you set up the easiest indexing system possible.
Retrieval-driven system. However, if the goal is real time, frequent retrieval, as in a customer service department, then indexing must be done carefully, and the user must accept the additional costs.
Many businesses need some mixture of these two approaches. Yet knowing which is primary informs decision about the amount of effort to put into indexing vs. the speed of storing documents.
